Fincretive NGA Update October 2025

Dear NGA Members,

It is only a few weeks until the NGA Executive Conference and prior to that, the Fincretive team wanted to update you all on the delivery of our Over the Counter (OTC) and Health Benefit Card (HBC) Gateway for Independent grocers across the country.

We appreciate that there have been some delays getting many of you connected but we are happy to report those issues have been resolved and our resellers (your POS dealers) are standing ready to help activate OTC/HBC at your stores.

For context, the primary delay was to adjust our gateway to the changing OTC/HBC card landscape, processor systems, and the shift to more Visa and Mastercard open loop cards. Unlike the more established closed loop processors (e.g., Solutran and Incomm), open loop cards (e.g., FIS, Nations Benefit, SODA) are treated as Visa and Mastercard pinLess Debit cards, which therefore fall into PCI scope. This required an update to our POS integration architecture, which is now successfully complete and live in stores, where both closed and open loop cards are being processed through our single POS integration with full PCI compliance.

The following resellers are ready to get you live and transacting with benefit cards:

  • ENCOR POS: NCBP, SBS, AMPM, Truno, BMC, In-Store, SW POS
  • LOC SMS: NCBP, AMPM

Your reseller will be providing up to 5 free (excluding S&H) card capture devices (PAX A35) per store, with the option to pay for more. The devices can be supplied with either E2E or P2PE PCI functionality and do not interfere with your existing credit and debit processing. This separate device is being provided to quickly activate your store and may even solve some challenges with incumbent payment providers in the future.

Working through our one-time KYC/AML merchant onboarding form, your reseller will help to source multiple processor MIDs at once and provide a copy of your product file (just the products, no prices) for our Approved Product List Filter (APLF) service. Our APLF enables your local variable weight, open department, type 2 UPCs, and private label to work better with processor/health plan product eligibility.
